Antelope Valley Air Quality Management District
-CALIFORNIA
DE MINIMIS EXEMPTIONS (Must Meet 1298):
Engines less than 50 hp, or turbines less than 2.975 MMBtu/hr.
MINOR SOURCE PERMITTING:
The air district requires BACT for sources that have a potential to emit 25 pounds per day of a criteria pollutant.
Officials will consider CARB's
guidance for BACT, but will complete their own analysis based on a world-wide search of technologies.
Sample BACT for control of NOx from turbines and internal combustion engines is as follows:
| Size of Unit |
Level of Control |
| >3 MW |
9 ppm |
| 3-12 MW simple cycle |
2.5 ppm |
| 3-12 MW combined cycle |
5 ppm |
| 12-50 MW simple cycle |
2.5 ppm |
| 12-50 MW combined cycle |
5 ppm |
| IC Engines |
9 ppm |
Sources with potential emissions less than 25 pounds per day of all criteria pollutants may receive limits based
on the permitting official's discretion.
The permitting process can take up to 180 days. A public comment period of 30 days is required.
TREATMENT OF EMERGENCY ENGINES:
Emergency engines must obtain a minor source permit. There is no special treatment for these units.
