El Dorado County Air Quality Management District-CALIFORNIA
DE MINIMIS EXEMPTIONS (Must Meet 1298):
Engines less than 50 hp, turbines less than 3 MMBtu/hr and sources with uncontrolled emissions less than 2 lb/day
of all pollutants are exempted from permitting.
MINOR SOURCE PERMITTING:
Sources with potential to emit greater than the following are subject to district BACT:
| Pollutant |
Potential to Emit (lb/day) |
| CO |
550 |
| NOx |
10 |
| PM-10 |
80 |
| VOC |
10 |
| SOx |
80 |
The air district is likely to follow CARB's guidance for permitting of electric generating technologies. Sample BACT for
control of NOx from turbines and internal combustion engines is as follows:
| Size of Unit |
Level of Control (ppm) |
| >3 MW |
9 |
| 3-12 MW simple cycle |
2.5 |
| 3-12 MW combined cycle |
5 |
| 12-50 MW simple cycle |
2.5 |
| 12-50 MW combined cycle |
5 |
| IC Engines |
9 |
Alternately, the air district may consider BACT used in the SCAQMD.
All units, regardless of size, must meet a 20% opacity limit and a PM limit of 0.1 grains per cubic foot.
The entire permitting process could take up to 180 days, but the district is currently backlogged so it could
take the full 180 days or more.
TREATMENT OF EMERGENCY ENGINES:
Emergency engines must be permitted. Generally, these units will be limited to 50 hours for maintenance and testing
and can only operate otherwise, during emergencies. Additional hourly limitations may apply on a case-by-case basis.
