North Coast Unified Air Quality Management District-CALIFORNIA
DE MINIMIS EXEMPTIONS (Must Meet 1298):
A unit less than 50 hp is exempted from permitting.
MINOR SOURCE PERMITTING:
All sources must meet a 20% opacity limit. If a single unit has the potential to emit 25 pounds per day or more
of NOx or VOCs the unit must install state BACT. Facility-wide the BACT trigger is 150 pounds per day of NOx or
VOC. The air district does not have additional requirements for SO2, PM or CO. Sample BACT for control of NOx from
turbines and internal combustion engines is as follows:
Opacity: 40
PM: 0.2 grains per cubic foot
SO2: 1,000 ppm.
There are no limits for NOx or VOCs.
The permitting process generally takes anywhere from a couple of weeks to a year.
TREATMENT OF EMERGENCY ENGINES:
Emergency engines are generally permitted at 100 hours or less for maintenance and testing. They can only operate
during actual emergencies, but no hourly limit is included.
