AIR EMISSIONS REGULATIONS:

Air Quality Status Severe nonattainment in all area for ozone under the 1-hour standard and serious under the 8-hour ozone standard. Moderate nonattainment for PM-10 in Sacramento County (The AQMD is all or parts of El Dorado, Placer, Sacramento, Solano, Sutter, and Yolo Counties)
EPA's Nonattainment Areas
Major Source Threshold 25 tons of NOx or VOC; 100 tons per year of SO2, PM10, or CO triggers NSR
Minor Source Permitting Exemption Equipment that emits less than 2 lbs/day
Minor Source Treatment BACT
Emergency Generating Limits Maxiumum allowed operating hours for maintenance purposes will be 50 hrs/yr. Total operation, maintenance and emergency, will be limited to 200 hours/year.

DE MINIMIS EXEMPTIONS (Must Meet 1298):

The following combustion and heat transfer equipment are exempt:

- Internal combustion engines with a manufacturer's maximum continuous rating of 50 bhp or less or gas turbine engines with a maximum heat input rate of 3 MMBtu/hr or less at ISO standard dry conditions.

- Any combustion equipment that has a maximum heat input of less than 1 MMBtu/hr (gross) and is equipped to be fired exclusively with natural gas, liquefied petroleum gas, or any combination thereof.

* The ratings of all equipment used in the same process will be accumulated to determine whether these exemptions apply.

MINOR SOURCE PERMITTING:

BACT is required for units with a potential to emit more than 10lbs/day of any criteria pollutant. Sample BACT for control of NOx from turbines and internal combustion engines is as follows:

Sulfur Content of Fuels

A person shall not burn any gaseous fuel containing sulfur compounds in excess of 1.14 grams per cubic meter (50 grains per 100 cubic feet) of gaseous fuel, calculated as hydrogen sulfide at standards conditions, or any liquid fuel or solid fuel having a sulfur content in excess of 0.5% by weight.

TREATMENT OF EMERGENCY ENGINES:

All emergency engines must receive a permit. A source will be exempt from the emission offset requirements of Rule 202, 302, and 303 provided that the following are met:

- Operation for maintenance is limited to 100 hrs/year.

- Operation of the equipment for emergency purposes is limited to 200 hrs/year.

Standby IC engines fired on diesel Effective January 1, 2005, all new engines will be required to meet a PM emission rate of 0.15g/hp-hr or less and limit their maintenance operation to 50 hours per year.

Prime Power IC Engines Fired on Diesel: Are required to meet a PM emission level of no more than 0.01 g/hp-hr or all of the following:

- PM emissions level of 0.15 g/hp-hr or less (before addition of catalyst based DPF)

- Very low-sulfur CARB diesel (less than or equal to 15 ppmw)

- Catalyst based DPF or equivalent



Emergency Gaseous Fuel Fired Standby IC Engines/BACT Requirements

Pollutant BACT Standard
VOC, NOx & CO 3-Way Catalyst with an air-to-fuel ratio controller; apply a control factor of 85% for both NOx and CO emissions, and 50% for VOC, unless emissions are less than 10 lbs/day and BACT is triggered


* The Airborne Toxic Control Measure for Stationary Compression Engines amendments were finalized on 9/21/05, emergency generators fall under these limitations.
