AIR EMISSIONS REGULATIONS:

Air Quality Status Serious nonattainment for ozone (The APCD is all of San Diego County)
EPA's Nonattainment Areas

Minor Source Permitting Exemption Less than 50 hp, 0.3 MW or 1 MMBtu/hr

DE MINIMIS EXEMPTIONS (Must Meet 1298):

Engines less than 50 hp or turbines less than 0.3 MW or smaller than 1 MMBtu/hr are exempt from permitting.

MINOR SOURCE PERMITTING:

New units must complete BACT for all criteria pollutants. The air district will basically follow CARB's recommended guidance, but may make stricter requirements depending on the outcome of a health risk assessment. Sample BACT for control of NOx from turbines and internal combustion engines is as follows:

The entire permitting process generally takes 3-4 months.

TREATMENT OF EMERGENCY ENGINES:

Emergency engines must obtain a permit. These units can only operate during emergencies and for maintenance and will also receive an hourly operating limit of 200 hours per year. If the unit is found to be a health risk it may be permitted for fewer hours.
