AIR EMISSIONS REGULATIONS:

Air Quality Status Serious nonattainment for ozone. Serious nonattainment for PM. (APCD is all of Fresno, Kings, Madera, Merced, San Joaquin, Stanislaus, Tulare, and the western portion of Kern counties)
EPA's Nonattainment Areas
Major Source Threshold 10 tons of NOx or VOCs; 70 tons of PM or SOx; 100 tons of CO  triggers NSR
Minor Source Permitting Exemption A unit that emits less than 2lbs/day
Minor Source Treatment BACT 
Emergency Generating Limits Based on Rated Brake Horsepower (bhp), and PM standards

DE MINIMIS EXEMPTIONS (Must Meet 1298):

Engines less than 50 hp or turbines less than 4 MW and operate less than 877 hours are exempt from permitting.

MINOR SOURCE PERMITTING:

Any units with a potential to emit greater than 2 pounds per day of any criteria pollutant must complete BACT for all critiera pollutants. The air district maintains a clearinghouse with examples of recent BACT requirements.

The BACT cost thresholds in dollars per ton are as follows:

TREATMENT OF EMERGENCY ENGINES:

Emergency engines must be permitted. The state has just issued new regulations concerning emergency generators entitled, The Airborne Toxic Control Measure for Stationary Compression Engines.
