MINOR SOURCE PERMITTING:

BACT is required for any new unit. BACT is typically the same as EPA's certification requirements for offroad engines. Beyond this CARB guidance will be followed. Sample BACT for control of NOx from turbines and internal combustion engines is as follows:

Size of Unit Level of Control (ppm)
>3 MW 9

12-50 MW simple cycle 2.5
12-50 MW combined cycle 5
IC Engines 9

Additional limits include a 0.05 fuel sulfur limit and an opacity limit of 20%.

Permitting generally takes from 30 days to 120 days.

TREATMENT OF EMERGENCY ENGINES:

Emergency units can be exempted from permitting if they limit maintenance hours to 50 hours per year and operate only during emergencies. District notification is not required.
