DE MINIMIS EXEMPTIONS (Must meet 1298)

Engines less than 50 hp or turbines less than 3 MMBtu/hr. Any unit with uncontrolled emissions less than 2 lb/day or burning natural gas or liquid petroleum gas and smaller than 2 MMBtu/hr and some standby engines.

MINOR SOURCE PERMITTING

The air district follows CARB's guidance for permitting of electric generating technologies. This guidance recommends BACT for all criteria pollutants. Sample BACT for control of NOx from turbines and internal combustion engines is as follows:

Additional limitations may be required by the air district based on any health risks imposed by the project.

The entire permitting process generally takes between 2-6 months. There is a 30-day comment period for projects over 100 lbs/day of any criteria pollutant.

TREATMENT OF EMERGENCY ENGINES

Emergency engines must be permitted. Units will receive an hourly operating limit based on factors such as the health risk and location of the project. CARB Air Toxic Control Measures for Stationary Compression Engines apply (see the CA state page for more information).
