BUILDING, ZONING
AND FIRE CODES

INTERCONNECTION REQUIREMENTS

EXIT FEES

STANDBY RATES

REPORTING REQUIREMENTS

AIR EMISSIONS REGULATIONS:

Air Quality Status

Severe nonattainment for ozone (The AQMD is all of Yolo and the eastern portion of Solano counties)
EPA's Nonattainment Areas

Major Source Threshold

25 tons of VOC or NOx triggers NSR

Minor Source Permitting Exemption

Less than 50 hp or 3 MMBtu/hr

Minor Source Treatment

BACT

Emergency Generating Limits

200 hrs/year

DE MINIMIS EXEMPTIONS (Must meet 1298)

To be exempted from permitting an engine must be less than 50 hp, turbines must be smaller than 3 MMBtu/hr and any source emitting less than 2 lb per day of each criteria pollutant.

MINOR SOURCE PERMITTING

Sources with a potential to emit more than the following rates must apply BACT:

Pollutant

Emissions Limit (lbs/day)

NOx

10 lbs

SO2

80 lbs

CO

250 lbs

VOC

10 lbs

PM-10

80 lbs

Lead

3.3 lbs

BACT cost thresholds include operating costs and are as follows:

Pollutant

Cost Threshold ($/ton)

NOx

$24,500

SO2

$3,900

CO

$300

VOC

$17,500

PM-10

$5,700

Most sources take a ppm limit in the permit to avoid BACT requirements. Sources that do not trigger BACT must still obtain a permit. There are also fuel-based NOx limits for IC engines. They are:

Engine Type

Level of Control (ppmv)

Rich-burn

NOx: 90 ppmv
CO: 2,000 ppmv

Lean-burn >100 hp

NOx: 150 ppmv
CO: 2,000 ppmv

Lean-burn <100 hp

NOx: 300 ppmv
CO: 2,000 ppmv

Diesel fired

NOx: 600 ppmv
CO: 2,000 ppmv

Sources must also obtain emission offsets if they emit more than the following:

Pollutant

Emissions Limit (lbs/quarter)

NOx

7,500 lbs

SO2

13,650 lbs

CO

49,500 lbs

VOC

7,500 lbs

PM-10

13,650 lbs

In addition peaking units must provide offsets if emitting above the following rates:

Pollutant

Emissions Limit (lbs/day)

NOx

150 lbs

SO2

150 lbs

CO

550 lbs

VOC

150 lbs

PM-10

80 lbs

TREATMENT OF EMERGENCY ENGINES

Emergency engines are permitted for 200 hours of operation per year. Up to 50 of those hours can be used for maintenance and testing. Emergency engines are limited to operation during emergencies.
