Energy and Environmental Analysis, Inc.'s environmental services range from formulating
and analyzing legislative initiatives to negotiating permits.
EEA also assists clients in incorporating environmental concerns into their business planning.
In regulatory negotiations, EEA works closely with client attorneys and engineering staffs in
preparing testimony before environmental agencies, technical submittals in support of permits
or regulatory variances, and environmental consent decrees for manufacturing facilities.

Regulatory Monitoring and Advocacy
EEA monitors and analyzes the client specific implications of
Federal and State regulations for many of its manufacturing clients. In this
capacity, EEA keeps the clients informed of upcoming changes in time to participate
in the rulemaking process. In support of advocacy, EEA assists in preparing relevant
technical analyses, developing regulatory alternatives, and drafting testimony and
written comments. EEA also assists in proactive industry efforts to obtain changes to
current rules. In addition to advocacy support, EEA provides understandable summaries
of new rules for company newsletters, conducts regulatory training at client facilities
and develops regulatory forecasts used in product and facilities capital planning.
For example EEA maintains a database of
air regulations affecting power generators.
We also maintain a database of
air and other regulations that affect small power generators.
Key issues that EEA has been involved in include nearly all aspects of the
implementation of the Clean Air Act, EPA policies on the toxicity of selected
chemicals, and the reform of regulatory structures under this Administration.
Compliance and Litigation Assistance
EEA senior staff provide assistance to companies and outside counsel
in developing and defending strategies to resolve and minimize the costs associated with
environmental disputes between the government and the client or between individual private
parties. In this context, EEA has assisted clients in quickly resolving permitting violation
allegations and minimizing related penalties.
