EEA is debuting a new regulatory intelligence service providing continuous and real-time tracking of the development and implementation of the Clean Air Interstate and Clean Air Mercury Rules.
The service is provided via a subscription on-line service that provides continuous access to our updated information and interpretation of state activities. In the future it will also offer information about other relevant activities such as RGGI, the California Climate Action initiative and federal environmental legislation.
The EEA Regulatory Intelligence Service for CAIR and CAMR provides a single, integrated and continuously updated source of information on state implementation
of CAIR and CAMR, as well as other new state regulatory developments. The system provides up-to-date information and
a ready reference on state developments pertaining to CAIR and CAMR. It includes summary tables of each state's emissions budgets, a detailed summary of each state's proposed plan, and contact information
for the appropriate state officials. The service includes for each state:
* NOx, SO2, and Hg Allocations
* State Rulemaking Process
* Current Rulemaking Status
* Proposed Rulemaking Schedule
* Copies of Workshop Meeting Agendas and Presentations
* State contact information
EEA has been tracking this information since the beginning of the NOx SIP process and continues to track the CAIR/CAMR development,
revision and approval process and update the information continuously.
The site also includes background on CAIR and CAMR, the EPA model trading rule and will include relevant court decisions regarding CAMR litigation. In addition, EEA provides value-added analysis and commentary on key issues such
as allowance allocation, banking and critical components of the regulatory programs.
Similar detail is provided for RGGI and other regulatory programs as they are developed and
implemented.
